It was then in 1990, during the administration of former-Mayor Maynardo Espiritu when Ninoy Aquino Elementary School was built. The area which used to be a part of huge and privately-owned fishponds turned out to be a relocation area. It became a melting pot for relocated from nearby places.
National Housing Authority, being in-charge of the development of the place donated this portion of land to the local government Malabon to be used for a school site. This is now where Ninoy Aquino Elementray School is.
With a total land area of 12, 000 square meters, the school started with only 16 teachers, 20 academic rooms, 3 non-academic, and 20 classes with 900 pupils. Mrs. Virginia Yadao was the first head teacher assigned in this school. While it was Dr. Leticia Tumbucon, the district supervisor by that time, who named the school after the late senator Benigno Aquino Jr.
